How wind power grew in Romania
Romania issued its first construction permit for a wind farm in November 2008, for Blue Planet's 35 MW Baia project. The boom centred on Fântânele-Cogealac in Dobrogea, built by the utility ČEZ. Its first turbine started on 1 June 2010. The last of its 240 GE turbines was connected on 22 November 2012, giving 600 MW.
Law 220/2008 gave wind two green certificates per MWh until 2017, and suppliers had to meet quotas rising from 8.3% of electricity in 2010 to 20% in 2020. In June 2013 an emergency ordinance deferred one of those two certificates, and accreditation for the scheme closed at the end of 2016. Ownership has since changed. In November 2024 the utility PPC completed its purchase of the Evryo portfolio, which includes about 600 MW of onshore wind.
Romania had 3,136 MW of licensed wind on 1 January 2026 and 3,441 MW on 1 October 2026. Wind generated 5,903 GWh in 2025, about 12% of generation. The grid operator says Dobrogea and Banat are congested, and that planned works should free about 5,000 MW of capacity by 2027. The national plan path calls for 7,300 MW of wind by 2030.
