How wind power grew in Philippines (the)
The NorthWind farm at Bangui in Ilocos Norte opened its first 25 MW in 2005. Two more phases, in 2008 and 2014, took it to 52 MW, with Vestas and Siemens turbines. ACEN, which holds an 81% economic stake, calls it the first wind farm in Southeast Asia. EDC's 150 MW farm at Burgos, also in Ilocos Norte, was commissioned in November 2014. It cost US$450m, with finance led by Denmark's export credit agency EKF.
Burgos was granted a feed-in tariff of P8.53/kWh for 20 years. The first feed-in target of 200 MW was filled by Bangui's expansion, Burgos and Caparispisan, 249.9 MW in all. In October 2015 the regulator approved a lower rate of P7.40/kWh for three more farms: San Lorenzo in Guimaras, Nabas in Aklan and Pililla in Rizal. Green energy auctions began in 2022. Onshore wind won 374 MW in the first, 1,462 MW in the second in 2023, and more than 2.2 GW in the fourth, held in September 2025.
The Philippines had 518 MW of wind in February 2026, all on land. Wind generated 1.46 TWh in 2025, 1.19% of electricity. The first offshore auction offers 3.3 GW for delivery from 2028 to 2030. It was paused in 2026 to review ports, permits, costs and supply chains, and is now set for 1 December 2026. The energy department aims for 35% renewables by 2030 and 50% by 2040.
