How wind power grew in Peru
Wind in Peru began with pilot turbines: 250 kW at Punta Malabrigo in La Libertad in 1996, and a 450 kW prototype at San Juan de Marcona in Ica in 1998. The first large wind farm, 32 MW at Marcona, started in April 2014. Grupo Cobra built it with 11 Siemens turbines and a US$55m loan from CAF. ContourGlobal's Cupisnique (83 MW) and Talara (31 MW), with Vestas turbines, followed in August and September 2014.
The early farms won 20-year contracts in dedicated renewables auctions under Legislative Decree 1002. In the fourth auction, in February 2016, Enel won 126 MW at Nazca at US$37.83/MWh, and Grenergy won two 18 MW projects. Engie's Punta Lomitas, Peru's largest wind farm, began operating in 2023 and reached 296.4 MW with an expansion that year. BID Invest arranged a loan of up to US$300m for it.
The energy ministry counted 10 wind plants with 1,015 MW in August 2025. Wind generated 2,355 GWh in 2023, 4% of electricity. The ministry puts potential at about 20 GW, of which about 5% is used. A recent reform, Law 32249, lets distributors tender by hourly blocks and buy energy and capacity separately, which eases contracts for variable wind and solar. Renewable generators must now also help pay for ancillary services.
