How wind power grew in Mexico
Mexican wind began in Oaxaca. In 1994 the state utility CFE commissioned a pilot of seven 225 kW Vestas turbines at La Venta, a site that has since grown to about 188 MW. Large private farms followed. Eurus, with 167 Acciona turbines and 250.5 MW, started in 2009 to supply the cement maker Cemex under a self-supply scheme.
A 2013 reform opened a wholesale electricity market from 2014. Its auctions produced record low prices. The November 2017 round averaged US$20.57/MWh, and wind made up 44.7% of the electricity sold. Policy later turned towards the state. On 17 April 2022 an electricity amendment to the constitution failed in Congress, with 275 votes for and 223 against, short of the two-thirds needed. A 2024 reform made CFE a vertically integrated state company and set its share of energy fed into the grid at 54%. New laws took effect on 18 March 2025, and the state's annual plan now binds new permits.
Mexico had 8,131 MW of wind across 16 states in July 2026. Oaxaca had 2,758 MW and Tamaulipas 1,715 MW. Wind generated 21.4 TWh in 2025, 6.0% of the country's electricity. In September 2026 the energy ministry said wind should reach 15,000 MW by 2030, an 84% rise, with 4,701 MW already allocated to 17 plants.
