Laos

77% of Laos's electricity came from renewables in 2024, led by hydro (77%). 52 TWh generated in all.

How wind power grew in Laos

Ember's data show no wind generation in Laos in 2024, when hydropower made 76.5% of its electricity and coal 23.3%. The Monsoon Wind project in Sekong and Attapeu provinces was conceived in 2011 by Thailand's Impact Electrons Siam. Construction began in March 2023, and its 133 Envision turbines, 600 MW in all, began commercial operation on 22 August 2025.

An energy ministry plan dating from about 2011 set wind targets of 250 MW by 2020, 600 MW by 2025 and 1,500 MW by 2030. Projects are concessions under the 2016 Investment Promotion Law. PowerChina built Monsoon Wind, the ADB led its lenders, and its shareholders include Impact Electrons Siam, ACEN, BCPG and Mitsubishi. Truong Son, a 600 MW project in Bolikhamxay province with Goldwind turbines, began commercial operation on 26 September 2025. Its investor is Viet Lao Energy Investment and Power Corporation.

Both farms sell to Vietnam. Monsoon Wind has a 25-year agreement with Vietnam's EVN. Truong Son's power runs over a 220 kV line to Do Luong substation, Vietnam's first privately funded line built to import Lao power. Laos already exported about 80% of its electricity output in 2023. More export projects are planned. In February 2024 Savan Vayu Renewable Energy signed with the government for a 1,200 MW farm in Sepon district, Savannakhet, worth about US$2bn.
