How wind power grew in Croatia
Croatia's first wind farm, Ravne 1 on the island of Pag, was due to start at the end of November 2004. Adria Wind Power, set up by Croatian wind pioneers with partners including Germany's OSTWIND group, developed it with seven Vestas turbines of 850 kW, 5.95 MW in all. The grid operator lists it in regular operation from 2005. In August 2008 the engineering group Končar commissioned a prototype of its own turbine at Pometeno Brdo, near Dugopolje. Končar developed and made most of that farm's equipment, and it reached 20 MW in 2014.
Large plants now compete for support in tenders run by the market operator HROTE. In the first large tender, in 2022, Acciona won 72 MW at Opor and Boraja 2 on 12-year contracts for difference. The 2024 round awarded no wind, as the 60 MW wind quota drew only one bid. Investors also said in 2024 that the lack of a grid connection fee had held up about €1bn of projects for more than two and a half years.
In May 2026 the grid operator HOPS counted 30 wind farms in regular operation with 1,237 MW, and two more with 77 MW in trial operation or construction. Wind generated 3.14 TWh in 2025, 21.4% of generation. Only 27 MW was added in 2025. In 2024 a state secretary said the state planned to connect 2,000 MW of wind by 2030.
