How wind power grew in Egypt
Egypt's first wind farm was built at Ras Ghareb on the Red Sea coast in 1988, with four 100 kW towers from Denmark's Wincon. A farm of 42 turbines followed at Hurghada between 1993 and 1996. Commercial-scale wind began at Zafarana on the Gulf of Suez. There the state agency NREA commissioned a 33 MW first phase in 2001, paid for mainly by German aid. By June 2012 Zafarana had 700 turbines and 545 MW.
In 2008 the Supreme Council for Energy set a goal of 20% renewable electricity by 2020, including about 7,200 MW of wind. A 2014 renewable energy law opened routes for private projects, including build-own-operate tenders and a feed-in tariff. Egypt's first independent wind power project, the 262.5 MW Ras Ghareb farm, began operating on 31 October 2019. Engie, Toyota Tsusho, Eurus and Orascom own it, and it sells to the state transmission company for 20 years.
IRENA counted 3,028 MW of wind at the end of 2025. Wind generated 9.3 TWh in 2025, 3.8% of electricity. The electricity minister has set targets of 42% renewable electricity by 2030 and 60% by 2040. ACWA Power's 1.1 GW Gulf of Suez project is due in full operation in 2027. The state plans to sell its older farms at Zafarana and Gabal El Zeit.
